Within the UK, the agency tasked with coordinating metahuman activities, is a branch of the Home Office known as the Directorate of Metahuman Affairs. The “Directorateâ€, as it’s more commonly known, is currently headed by headed by Thomas Hale, the now retired hero “Union Jack IIâ€, and his deputy, Sir Nigel Hawthorne.
The law enforcement agency tasked with dealing with metahuman crimes is a unit of the Metropolitan Police, known as the Special Investigations Branch (SIB). SIB draws primarily draws personnel from Scotland Yard, but maintains close ties to MI-5. SIB is currently housed in a rather non-descript looking building in London, not far from New Scotland Yard. It’s chief of operations is Chief Inspector Nathaniel Greene who believes that metahuman activity within the UK, should be tightly regulated, unlike America, where the authorities have seen fit to allow them operate like “vigilante cowboysâ€.
The Metropolitan Police also maintain a small tactical unit, called SO-13 (Special Operations-13) that’s specifically trained and equipped to deal with metahuman threats. Both the SIB and SO-13 maintain strong ties with their American based counterparts, the BSI, and the RCMP’s Metahuman Investigation Section.
The Ministry of Defense maintains a small cadre of metahuman operatives within it’s “Special Projects Branch†including the recently revived Section “M†(Project “New Man†operating under a new codename). The unit’s commander, Col. David Stockwell (a former member of the 22 SAS), is a strong believer in the use of metahumans for military applications.
MI-6, is also believed to have several metahuman operatives on its payrolls. Sources within MI-6 indicate that they are simply known as the “Specials†when referred to internally. Several of them were reportedly active in the Balkans (searching for accused war criminals), Afghanistan, and most recently Iraq.
The Watch is the UK’s officially sanctioned government superteam. They are the direct descendents of the WWII British superteam, The White Lions. Currently based in London, the team functions as a metahuman “flying squad†responding to metahuman threats throughout the UK. The team reports directly to the Directorate of Metahuman Affairs. It’s current membership consists of the following: the superhuman, half alien, powerhouse Titan, The Hood, and Lady Steel, Spectrum, the high-tech knight Galahad 2.0 (I’m still working on the others).
The team’s HQ, The Keep, is located in London near New Scotland yard. It’s transport aircraft, The Broadsword, a V/TOL capable jet transport, is kept at a secure area of Heathrow airport.
The second UK team, which operates without official government sanction, is known as the Clansmen. Currently operating out of Manchester, the team’s current membership consists of Defender, the battle-armored hero Sentry, the crossbow welding heroine Artemis (formerly The Hood‘s female sidekick, Crimson), the Indian sorceress (no name yet), and a few others.
Independent heroes include: Tachyon, Proud Mary (a mutant with telekinesis and pyrokinetic abilities), Braveheart (the “Defender of Scotland), Druid and his sidekick Pixie, Night Fall and her female companion Twilight .
British super-villains include: the insane serial killer Crackpot; the bloodthirsty telepathic mutant Bloody Mary; the super-strong powerhouse, Bludgeon; the time controlling mutant Tesseract; the criminal genius Professor Grimm, and his “family” or super powered criminals, The Grimms; the underworld assassin, Killjoy; and the villain group The Dark Circle.
