The Omega Agency consists of a network set up much like the CIA. There are thousands world-wide who take their orders directly from the ruling council of the Omega Agency. This council consists of 10 to 12 people. George Bush and Alexander C. Haig are two names known to sit on the council of the Omega Agency. The OA is the driving force behind what is commonly called the “New World Order.” The OA’s office is located at Langley AFB.

They plan to establish their NWO, for lack of a better term, in a time span of no less than 5 days. And they intend to do it without open war.

Aeon Enterprises was founded first and foremost as a job-placement and training firm for super-powered beings of all sorts. From these humble beginnings grew a much larger corporation, now comprised of three separate, yet interconnected entities:

Aeon University- AU is a specialized school with the mission of helping super-powered beings better learn to control and utilize their special powers. AE Job Placement- Serves as a sort of “middle-man”, connecting super-powered beings with employers seeking exactly those types of persons with specialized super-powers for the field. The Overmind is less of an organization and more along the lines of an aberrant psychic mutation, an appalling new direction for the human species. In existence since at least the 19th Century, what at first appears to be a ruthless conspiracy of discrete individuals is actually a single psychic hive-mind, an entirely telepathic organism that is greater than the sum of it’s parts.

The Overmind completely disregards the value of individual life, willingly sacrificing others for the hive’s aggregate goals: the accumulation of power, wealth, and scientific/psionic knowledge. Estimates place the number of individual hive members at several hundred, and it is known that the Overmind has amalgamated several dozen psychic animals into it’s globe-spanning gestalt. It is even possible that the Overmind has managed to assimilate an alien member or two.

The Archimedes Council is an organization of academic and business concerns (with a few fringish groups) that are in “The Business of The Future”. The council sponsors “think tanks” that deal with future developments and the impact of new technologies on existing institutions, new lines of research, sponsors a number of venture capital groups, and supports several Political Action Commitees. It is also a “partner” with various other groups, like the DaVinci Institute, The Hildago Conservation and Exploration funds (and related Hildago Technology Farms and Empire Hospitals), and The Edison Group. (Though in many of these cases, these groups are nothing but puppets of the Archimedes Council).

The Federal Bureau of Prisons (BOP) maintains an agreement with the FBI, US Marshals Service, DHS, and the BSI (Bureau of Special Investigations) to handle transport, confinement, and if necessary execution, of any “supervillains” taken into custody by the US government, or an allied government requesting US assistance.

Other than regular prisons, there are currently four facilities specifically designed and built to house supervillains. The first two are “Supermax” facilities. One’s located in Nevada, near the US Dept. of Energy‘s Nevada Test Site , the other’s in the Black Hills of North Dakota. Both are primarily used for the non-powered, or low power level villains.

Prometheus is a criminal organization out to control with world’s technologies. The more exotic the tech, the better. How they actually acquire the technology is of no concern to them. They’ve had repeated run-ins with MERC, a number of high-tech heroes, and several technology welding villains. It wouldn’t be unusual for a battlesuit equipped hero, a gadgeteer, or an alien to pop up on their radar, and at least rate a visit from one of their “tech recovery teams”.

They make extensive use of “inorganics” (robots) in their operations, and their “Cybernuats” are not to be toyed with. They also maintain a small cadre of human “research assistants”, and security techs to staff their research facilities.

Within the UK, the agency tasked with coordinating metahuman activities, is a branch of the Home Office known as the Directorate of Metahuman Affairs. The “Directorate”, as it’s more commonly known, is currently headed by headed by Thomas Hale, the now retired hero “Union Jack II”, and his deputy, Sir Nigel Hawthorne.

The law enforcement agency tasked with dealing with metahuman crimes is a unit of the Metropolitan Police, known as the Special Investigations Branch (SIB). SIB draws primarily draws personnel from Scotland Yard, but maintains close ties to MI-5. SIB is currently housed in a rather non-descript looking building in London, not far from New Scotland Yard. It’s chief of operations is Chief Inspector Nathaniel Greene who believes that metahuman activity within the UK, should be tightly regulated, unlike America, where the authorities have seen fit to allow them operate like “vigilante cowboys”.

The Titan Corporation is a multinational conglomerate based in the Pacific Northwest of the US. The company has its hands in shipping, construction, lumber, energy production (oil, natural gas, coal, and nuclear power), and chemical manufacturing. Some of Titan’s subsidiaries include: Titan Chemicals, Titan Construction, and New Dominion Power.

It’s run by a multi-billionaire, and financial genius, Lazarus Stone. It currently maintains offices in Boston, New York, Washington D.C., Miami, Houston, New Orleans, Los Angeles, Portland, and Seattle, and Kansas City, London, and Bonn.
