Phil Adams on the Atomic Think Tank asks: How would I duplicate Incorporeal (1e) Phase Attack and Scramble Electronics?

Phase Attack: Stun (Affects Corporeal, 3 points per rank)

I’d use Stun rather than Blast because in the comics phase attacks tend to manifest as intense pain and may stun or knock out targets but don’t seem to do any lasting harm otherwise. Still, if you want characters to have the option of inflicting lethal phase attack damage, use Strike (which is the same as a Blast with touch range).

Scramble Electronics: Nullify All Electronics (Alternate Save: Will, Affects Corporeal, Touch Range, 2 points per rank)

If you want the effect to damage electronics as well, tack on Blast or Drain Toughness (also with Affects Corporeal).

Either of the above can’t be power feats of Insubstantial, they need to be acquired as separate powers, although one of them could be an Alternate Power of the other (either Phase Attack or Scramble Electronics).
